Learners in the Navigator phase begin their journey into data literacy by recognizing that data represent real people and choices. They observe, label, and communicate truthfully about simple visual information. Fairness and honesty in representation are the ethical anchors of this level.
Learners at DLL 2 begin to reason about fairness and accuracy. They describe and compare data with simple words and begin questioning how choices and errors affect meaning. The ethical thread is integrity in representation and empathy for others' viewpoints.
Learners at DLL 3 progress from describing and questioning to purposeful communication. They begin using data to explain ideas, noticing relationships, and understanding that accuracy and kindness both sustain truth. The ethical thread here is shared responsibility for truthful representation.
